On July 14, 2019, the International Public Security Research Center of the Institute of International Studies at Shandong University and the Regional Security Research Center at the Chinese Academy of Social Sciences jointly hosted a seminar titled: “Blue Book on Overseas Public Security and Cooperation”. This seminar was co-organized by the Dinghao Institute of International Public Security, and held at the International Academic Exchange Center of Weihai Campus. More than a dozen scholars and experts from the Regional Security Research Center, Dinghao International Public Security Research Institute, China Institutes of Contemporary International Relations, China Foreign Affairs University, CGE Peace Development Foundation, the International Public Security Research Center at Shandong University, and School of Political Science and Public Administration at Shandong University have conducted academic discussions on the research framework, content writing, and research network of the Blue Book.
Zhang Jie, director of the Regional Security Studies Center, presided over the meeting, Professor Zhang Yunling, President of the Institute of International Studies at Shandong University, member of the Chinese Academy of Social Sciences, and Director of the Regional Security Research Center, delivered a speech on the establishment of an overseas public security research network and platform. He pointed out that the current international situation is becoming more and more complicated. As China’s investment in countries along the “Belt and Road” continues to deepen, research on safeguarding the public security of Chinese-funded enterprises and personnel is becoming more and more important. So far, there is no formal institution in China to study international public security issues, and it is extremely urgent to establish overseas public security and cooperative research institutions. The Institute of International Studies together with the Regional Security Research Center, through cooperation with the private research institutions such as the Dinghao Research Institute and CGE Peace Development Foundation, combines the theoretical research with the practical application in a “Public + University” mode, and takes the lead in building an oversea public security research network and platform.
Under the urgent requirements of the new situation, China has gradually attached importance to research on oversea security, and national security research in on the way to becoming a first-level discipline. The research team will systematically study oversea public security issues and work hard to qualify oversea public security and cooperation as a second-level discipline. The “Blue Book on Oversea Public Security and Cooperation” combines comprehensive research with case studies to explore research potential of oversea public security and cooperation, providing governments and businesses with a window to foreign public safety. The research team will provide professional research reports and consultations for overseas Chinese-funded enterprises and institutions, and establish a network and expert database to build a platform with professional research and professional training
Professor Zhang Yunling affirmed the pioneering and efficient research work of the team. He also pointed out that it is necessary, innovative and significant to establish Chinese standards in line with international standards in the field of overseas security and cooperation. The Dinghao Research Institute and CGE Peace Development Foundation stated that they will fully support the research and work together with the participating institutions to build a research network for oversea public security and cooperation.
